Foreign Office, February 13, 1912. I TRANSMIT to you herewith copy of a letter from the Colonial Office, containing information as to the purchase of 460 chests of Indian opium in Singapore for shipment to Macao,*
I have informed the Secretary of State for the Colonies that I see no objection to his instructing the governor of the Straits Settlements to prohibit the export of opium to Macao except on a certificate from the Portuguese consul at Singapore that it is required for the use of the Government opium farmer.
You should take an early opportunity of acquainting the Portuguese Government with the steps that are being taken by His Majesty's Government, and request them to inform the Government of the colony of Macao.
